Community Integrated Management Services (CIMS) is a private, for profit partnership owned equally by 14 Federally Qualified Health Centers (FQHC) in South Carolina. CIMS started in response to a sudden decision in 2007 by the Governor to transition SC Medicaid from fee for service to managed care with no limit on the number of Managed Care Organizations that could operate in the state. This change, coupled with the talk about transitioning from “Volume Based” to “Value Based” Reimbursement, led to the formation of an IPA. 10 years later we are a financially and clinically integrated network of “safety net providers” offering primary care, behavioral, dental and pharmacy services in 39 of the 46 counties in SC with such things as MLR, IBNR, HEDIS based gaps in care, MCO and HP CAP rates, etc. as parts of our daily discussions. Our Patients, Providers and Staff are better for this collaboration and organizational structure. Peter describes himself as an “old school” Healthcare Administrator with a “modern day” tool chest to meet the current and future health care challenges without compromising the time honored “Doctor-Patient” relationship. His 40 years of experience in for profit and non-profit hospitals, clinics, practices; in both government and private settings, provide confidence in knowing that there is nothing in the “business” of healthcare that can’t be improved upon or fixed so long as the leaders in the industry remain Patient Centered and Provider Focused.
